I run both Mac OS X 10.5 Server (Leopard) and Mac OS X 10.6 Server (Snow Leopard) in virtual machines under VMware Fusion 8, running on OS X 10.11 (El Capitan). They both work fine. I have had those virtual machines for a long time - I upgraded both OS X (host) and VMware Fusion several times, keeping the same virtual machines. For Install and Use macOS Mojave 10.14, you need to create a virtual machine. Open the Vmware Workstation Player and select create a new Virtual machine. Select I will Install the Operating system later. Apple Mac OS X with 10.14 version and click next. Name and Specify Disk Capacity for Virtual Machine.
For Mac OS X Server virtual machines you install or upgrade VMware Tools using an installer assistant.
If you use VMware Fusion or ESXi on a computer with an Apple label, you can create Mac OS X Server (10.5 or later) virtual machines and install VMware Tools.

Xcode 5.1 requires OS X 10.8 or 10.9. Xcode 3.1.4 is the latest version that runs on Leopard.
